Michael Emmanouil Kokkinos
Michael E. Kokkinos was born in Athens, Greece, on March 14th, 1970.
He is the son of Manos and Eleni Kokkinos. His is an Attorney at Law practicing in the Island of Rhodes, Greece, since December, 1993 and today is Attorney at Law LL.M at the Supreme Court.
Since 2006 he is married to Mrs. Smaragda Dimitra, a Psychologist and they have two kids, Manos and Aristotle, 8 and 5 years old, respectively.
Mr. Kokkinos attended the Rhodes Academy Elementary School, and the first grade of Kazoulleio Junior High of Rhodes Urban School. Following his family, during his father’s term as Prefect in Corfu Island and as Regional Governor of Ionian Islands, Michael Kokkinos completed the 2nd Junior High School and, following that, the 2nd Lyceum in Corfu, with Honors. Subsequently, he entered the Law School of the National and Kapodistrian University of Athens. He obtained his Law Degree in 1992. In the mean time, in 1989, his family returned to Rhodes Island, where his father was elected in 1990, during Local Administration Elections, as Mayor of Rhodes for a four-year term.
After completion of his University Studies, in 1992, Michael Kokkinos started a half-year stage at the European Commission, Directorate-General for Maritime Affairs and Fisheries, specifically on “Drafting Specific Legislative Framework for Establishing and Functioning the Fish Farming Enterprises in European Union”.
In 1993 he obtained a Master of Laws (LL.M) from the Flemish University in Brussels, on “Comparative International and European Law” cum laude.
In 1995 he started working on a Doctoral Dissertation at Panteion University of Athens titled “Travel Contracts and Customer Protection”, supervised by late Professor Onoufrios Farmakidis, originated from Simi. But due to his activity at the European Parliament and also due to his Professor’s sudden death, the Dissertation was not completed.
One year earlier, in 1994, he started a cooperation at the European Parliament, the Greek Section of Socialist Group, being responsible for “Tourism Transport, Energy, Research, Technology and Budget Issues”, working closely, as colleague, to the Former Head of Greek National Bank Mr. Stelios Panagopoulos.
In March, 1998 he resigned from his position in order to serve his military term at the Greek Air Force, completing his service in November, 1999.
From November, 1999 to April, 2002 he worked as a Legal Advisor, Staff Manager and Board of Directors’ Secretary at the Investment Bank of Greece.
He acted as Board of Directors’ Founding Member of the “Investment Ltd. of Capital and Holdings”.
He also acted as Board of Directors’ Founding Member of “IBG Fund Management Ltd.”
From November, 1999 to December, 2005 he undertook legal support for various Companies like “BBA Investors”, “PF Properties”, mostly on buying off and merger issues.
He contributed to the merger process of the Investment Bank of Greece with the MARFIN AXEPEY, which led to the establishment of MARFIN BANK.
In May, 2002 he assumed the position of Board of Directors’ Secretary and that of Staff Manager of “PERSEYS Ltd. for the Development and Functioning of Health Care Agencies”, which was established and is functioning as of today the METROPOLITAN HOSPITAL at Neo Faliro. From that position he served as a Legal Advisor for Labor Law issues, as well as for functional issues of Board of Directors of the Company owner of the hospital.
From October, 2004 he worked as scientific advisor at the Hellenic Parliament, in close cooperation to then Deputy of Dodecanese and Former Mayor Mr. Konstantinos Kaiserlis, responsible for the parliamentary domain of the Aegean and Islands Policy.
In January, 2005 Michael Kokkinos returned permanently to Rhodes and actively practiced Law, offering legal assistance to the Employees’ Association of the Kapodistrian, as called by then, Municipalities of Rhodes Island, but also to many Professional and Cultural Associations.
On April, 2010 he was appointed as Head of the General Rhodes Hospital “Andreas Papandreou”, position held up to January, 2012 when he actually resigned. The reason was his conflict with, by that time, political leadership of the hospital, based on the refusing to keep the promises given for endorsement concerning hospitals in the islands complex, with executives and technico-economic means.
On March, 2014 his nomination as candidate for Regional Vice-Governor was announced, under the banner “Island Overthrow”, run in Southern Aegean Region, headed by Mr. Spiros Benetos and supported by SYRIZA Party, the Party of “Independent Greeks” and other related forces who strongly opposed to the antipopular policies of the Memorandum of Understanding (Mnimonio). As a result of May elections, he was elected as Regional Counselor of Rhodes Province and on September, 2014 he was elected as Secretary of Southern Aegean Regional Council.
Additionally, he continued to actively practice Law as a partner at “Kokkinos-Kiourtzis and Associates”, a Law Firm functioning with his partner and six more lawyers, at the center of the City of Rhodes.
Recently, on April 1st, 2015 he went on to suspend his profession as an Attorney at Law, in order to accept the position as Head of the General Secretariat for Greeks Abroad at the Ministry of Foreign Affairs.
